License Laws and Changes

LEARNER'S PERMIT
AGE TO APPLY - 15 years, 9 months
APPLICATION FEE - $45 for all costs including license
To Apply MD residence with the following ID:
State issued ID
Birth Certificate
IF applicant is under 18, the Following is required - Signature from Parent or Guardian
PERMIT TEST - 20 questions from MVA Handbook. - Passing is 85%
RESTRICTIONS - Licensed driver over 21 and with 3
yrs experience
must accompany when driving. Blood alcohol restriction of .002
No driving midnight-5:00 AM, excepting: employment, school related or volunteer driving purposes.
WITHDRAWAL - Upon signatory's request - Valid 12 months
VALID - 12 months
PROVISIONAL LICENSE
(initial 4-month phase of LICENSURE)
AGE - 16 years, 1 month
CONDITIONS TO TAKE TEST - No convictions while training on permit 4 months on permit, 40 hour practice log.
Practice log sessions may be initialed by a qualified, licensed driver, BUT LOG MUST BE SIGNED BY SAME PERSON WHO SIGNED FOR LEARNER'S PERMIT
THE TEST -
- Vision test - 20/40 required.

Skills test - Applicant must successfully complete graded closed-course or on-road test. Typically, paperwork from permit clears way for road test at same facility.
RESTRICTIONS - Blood alcohol restriction of .002 No driving midnight-5 AM, excepting; employment, school related or volunteer driving purposes
VALID - 1 year. Clean record converts
FULL LICENSE
CONDITIONS TO CONVERT - Driver must be at least 17 years and 7 months old or
have 18 months on provisional license. No convictions.
